Hurricane Fran made landfall in early Sept. 1996. It was a Category 3 storm when it came ashore. What were the max sustained winds when it came ashore? Opal was also a Category 3 when it made landfall in the Fla. panhandle a year earlier. Was Fran more powerful than Opal?

According to the archives, Fran was packing maximum sustained winds of 100kts at landfall, which would put it at the lower end of CAT 3 status. Fran and Opal both made landfall with winds estimated at 100kts.
