South of Hispaniola

What's going on with that circular burst of convection just south of Hispaniola that is moving southeastward? Sheer seems to be high, but there is a lot of upper level divergence there and it has persisted for a day or two now. The models are not picking up on anything at the surface, though.

Current IR loop shows that it has succumbed to the shear and activity has significantly decreased.
