I think with Frances there was a trough sitting over Florida, and she moved along that, much like Jeanne is doing now. She is going to follow the left-most part of the high; that's what's steering her into south/central Florida, and once there she will move in a poleward N/S direction around the high.
The path of least resistance, if you will. Hope that explains it better.
